Loss and Da­ma­ge Fund

The Loss and Dam­age Fund has been es­tab­lished to ad­dress the con­sequences of cli­mate change for vul­ner­able na­tions. It aims to provide fin­an­cial sup­port for those suf­fer­ing ir­re­vers­ible dam­ages due to climate-​related events, spe­cific­ally ad­dress­ing long-​term eco­nomic, so­cial, and en­vir­on­mental im­pacts. This fund rep­res­ents a cru­cial step in global cli­mate justice ef­forts.

The agree­ment at COP27 in 2022 sig­ni­fies a his­toric mile­stone in in­ter­na­tional cli­mate policy. It es­tab­lished a ded­ic­ated Loss and Dam­age Fund, after three dec­ades of dis­cus­sions, aim­ing to fin­an­cially sup­port dis­ad­vant­aged com­munit­ies im­pacted by cli­mate change. Op­er­ated under the Paris Agree­ment, the fund is set to begin fin­an­cing cli­mate pro­jects from 2025 on­wards.

It is primar­ily fin­anced by con­tri­bu­tions from coun­tries with ad­vanced eco­nom­ies and sig­ni­fic­ant green­house gas emis­sions. Lead­ing con­trib­ut­ors in­clude mem­bers of the European Union, such as Ger­many and GB, along­side na­tions such as Canada, Japan and the UAE. The US has with­drawn from the fund after a small con­tri­bu­tion.

The Loss and Dam­age Fund has re­cently al­loc­ated re­sources primar­ily to de­vel­op­ing coun­tries. Re­gions such as Small Is­land De­vel­op­ing States and na­tions in Africa and Asia have begun to be­ne­fit, aim­ing to ad­dress dam­ages linked to en­vir­on­mental changes ex­acer­bated by global warm­ing.
